Workers are often dealing with paychecks being short or missing all together on multiple occasions
HARTFORD, CT – Personal Care Attendants (PCAs) will be at the Department of Social Services on Monday morning to deliver hundreds of grievances to the Commissioner after months of unresolved payroll errors, including partial pay, delayed pay, or no pay at all across multiple pay cycles. A press conference and media availability will take place immediately before and after the delivery.
Since GT Independence (GTI) took over payroll administration for PCAs, more than 2,800 grievances have been filed. Over 800 of them since November 7, 2025 alone. Many workers are being told the hours they worked are “unauthorized,” yet neither the union nor PCAs have been given clear information from the state on how these hours are being calculated or denied. Many are being told the hours they worked were over budget, but neither DSS nor GTI notified the PCAs in advance of working that their consumers services' had been overused. Now, hundreds of workers are being told they won't be paid for hours already worked and services already provided.

PCAs first began reporting paycheck issues last year, just months after GTI assumed responsibility for the payroll system. This follows earlier problems under Allied, the previous payroll company, during which caregivers went weeks without pay, faced benefit disruptions, and filed thousands of grievances before the State of Connecticut ultimately moved to replace them.

Workers say the new system has resulted in “as many headaches, if not more” than the last. During Monday’s event, PCAs will walk into the DSS offices to deliver grievances directly to the Commissioner. Members of the media are invited to join workers as they file their complaints.
